Module time_picker 

TimePicker — three side-by-side vertical spinners for HH : MM : SS.

Each spinner is a column of three regions: an up-arrow, the two-digit value cell, and a down-arrow. Clicking an arrow steps the value by 1 with wrap-around (hours 0..=23, minutes/seconds 0..=59); scrolling the wheel over a value cell does the same.

The seconds spinner is hidden unless the value contains seconds. The selected time can stay widget-local, bind to typed process-local state with TimePicker::from_state, or be observed with on_change for an app-owned durable mutation.
