The published spec of one declared or bound mutation: what the palette, agents and scripts invoke, building the resource’s action from their arguments.

The action is built when it is invoked, never when it is published: one that takes no arguments still mints its ids and reads the clock at the moment it is taken, so two invocations make two distinct actions.
