Function bind_declaration 

pub fn bind_declaration(resource: Resource, decl: &Declaration) -> Resource

resource with the bound edit decl published on it.

An id the resource does not declare is added. One it declares is kept, unless decl says it refines it (ActionDecl::refining) and takes the same parameters with the same permission and risk: then it builds the same edit from the same arguments and only adds where it was invoked from (an append that leaves its writer’s caret after the text), and replaces the declared spec while the binding lasts.
