The numbers a semantic checkpoint carries for the portable schemas a
signed manifest can declare (continuity.semantic_schema). The tag says
what the payload means, so a device that has not installed the app can
still check its shape. They match ContinuitySemanticSchema::wire_tag
in tilo-app-package.
