Module action_palette 

ActionPalette — the one Ctrl+K surface for a tilo_ui::App.

The resource + action model (tilo_actions) is the foundation: the focused app instance publishes a tree of open Resources, each exporting ActionSpecs — the operations Ctrl+K offers. An app can also fold in searchable content via SearchProviders (contacts, files, …); their hits can address an exported resource action and therefore enter the same broker path; legacy opaque navigation ids remain supported during migration. Search providers are discovery-only: a provider-returned resource is never accepted as authority. The host resolves every addressed resource through the owning widget and permission-filters it before activation.

One registry, one renderer, one flow: input is the shared SearchField; results render through SearchResultsView, grouped by kind. An action row resolves to its EncodedAction and dispatch_with_contextes through tilo_actions — the same path a remote peer replays — with a Prompted action first collecting its argument in the field. A canonical search hit resolves to that same action machinery. Only a legacy content row hands its opaque action_id back to the app to navigate.

The host (crate::app::App) drains a completed activation with take_dispatch (actions) and take_navigation (content).
